
KUCHING: The Commercial Vehicle Licensing Board (LPKP) Sarawak has underscored its commitment to road safety by enforcing the mandatory installation of Speed Limitation Devices (SLD) for commercial vehicles nationwide.
LPKP Chairman Michael Kong said the ruling, effective from October 1 aims to curb speeding among heavy and commercial vehicles to safeguard all road users.
“The implementation of this policy will be done in phases. For now, the SLD requirement applies to commercial vehicles built after October 1 including express buses and goods vehicles with a Gross Vehicle Weight (BDM) exceeding 3,500kg,” he said.
He added that beginning January 1, 2026, the requirement will also cover commercial vehicles manufactured before January 1, 2015.
“With the installation of the SLD, the maximum speed of these vehicles will be capped at 90 km/h, ensuring safer operation on roads and highways,” he said.
To ensure full compliance, LPKP Sarawak will require all commercial vehicles under Phase 1 of the implementation to submit certification slips confirming the installation of the SLD when applying for licences from the board.
“However, we are aware that some operators have yet to install the SLD due to technical constraints or a lack of certified bodies for inspection and certification. In such cases, LPKP Sarawak will issue licences valid for only one year instead of the usual five,” he explained.
He said these licences will also carry a conditional requirement, mandating proof of installation before renewal.
“This approach is designed to ensure gradual compliance while giving operators sufficient time to meet the requirement. Our goal is to achieve full enforcement across all applicable commercial vehicles,” Kong said.
He reiterated that LPKP Sarawak places road safety as its top priority and will continue to work closely with the Road Transport Department (JPJ) Sarawak and other enforcement agencies to uphold high safety standards while balancing the operational needs of the transport industry.
